Shanna Emmanuel is a Saint Lucian environmental and sustainability professional with more than a decade of experience in climate resilience, marine resource management, sustainable development, and environmental policy. She currently serves as a Programme Officer within the Climate and Disaster Resilience Unit of the Environmental Sustainability Division at the Organisation of Eastern Caribbean States (OECS) Commission, where she supports regional initiatives aimed at strengthening climate resilience and advancing sustainable development across OECS Member States.

Prior to joining the OECS Commission in 2020, Ms. Emmanuel served for over nine years as a Fisheries Biologist with Saint Lucia's Department of Fisheries within the Ministry of Agriculture, Food Production, Fisheries and Rural Development. In this role, she contributed to marine resource management, climate adaptation planning, and sustainable financing initiatives within the fisheries sector. Her technical expertise has supported efforts to strengthen the resilience of coastal and marine ecosystems while promoting sustainable livelihoods for fishing communities.

Ms. Emmanuel also served within Saint Lucia's Department of Sustainable Development as a Sustainable Development and Environment Officer, where she focused on climate change mitigation, environmental reporting, and national sustainability initiatives. During her tenure, she contributed to the development of Saint Lucia's Electric Mobility Project, an innovative initiative designed to support the transition of the Government's vehicle fleet toward cleaner and more sustainable transportation solutions.

Ms. Emmanuel holds a Master of Science in Marine Science and Natural Resource Management from National Taiwan Ocean University and a Bachelor of Science in Biology from Andrews University and University of the Southern Caribbean. Her academic training, combined with extensive professional experience, has positioned her as a respected advocate for climate action, environmental stewardship, and sustainable development throughout the Caribbean region.

Passionate about building a climate-smart Caribbean, Ms. Emmanuel continues to champion initiatives that strengthen environmental resilience, promote sustainable resource management, and support the long-term well-being of Caribbean communities through regional collaboration, innovation, and sustainable development leadership.
