
Roberto Acosta Moreno
Roberto Acosta Moreno is a highly experienced environmental expert with over 40 years of expertise in climate change, greenhouse gas (GHG) inventories, and environmental protection. A Chemical Engineer and Doctor in Technical Sciences (Ph.D.), he has played a significant role in advancing climate transparency and mitigation efforts globally.
Currently serving as the Board Secretary of the Caribbean Cooperative Measurement, Reporting, and Verification Hub (MRV Hub), Roberto has worked extensively as a consultant for organizations such as the Greenhouse Gas Management Institute (GHGMI), UNFCCC, UNCCD, UNDP, FAO, and various national environmental ministries. He has participated in over 20 expert reviews of National Communications, GHG Inventories, and Biennial Reports and has been a Lead Reviewer for UNFCCC Expert Review Teams (ERT) since 2014.
From 1997 to 2010, he was part of the UNFCCC Secretariat, initially overseeing GHG inventory-related matters before becoming the Manager of the GHGI Subprogram. He later served as the Coordinator of the Adaptation, Technology, and Science Program, where he contributed to key climate initiatives, including the review process for GHG inventories under the UNFCCC and Kyoto Protocol, the development of training programs, and early negotiations on adaptation, loss and damage, and REDD+. He also collaborated with the IPCC, UNCCD, and FAO.
His career began in Cuba in 1977 as a researcher and later as Head of the Pollution Control Department at the Chemical Research Center. He also played a key role in national renewable energy and cleaner production programs and was among the pioneers of climate change work in the country.
A recognized contributor to the IPCC, he served as a Convening Lead Author for the Second Assessment Report, a Lead Author for the Fifth Assessment Report, and a contributor to the IPCC Good Practice Guidance on GHG Inventories.
